An adult who is aware of relevant household circumstances may be designated as an authorized representative when all responsible adult household members are unable to:
- Make application/recertification.
- Obtain and/or use SNAP benefits.
- Use SNAP benefits to purchase food for the household's consumption.
The authorized representative must be designated in writing by the applicant, spouse, or another responsible member of the household. The name of the authorized representative must be contained in the casefile and in the eligibility system. In TECS enter the name on the ADDR screen.
The household may designate two authorized representatives. If a household designates two authorized representatives, one must be designated to use the household’s EBT card to purchase food for the household’s consumption and the other to complete applications, forms, and report changes. These roles must be documented in the casefile.
The household’s designated authorized representative remains in place until the household either chooses to name a different authorized representative or reports they no longer wish to have an authorized representative. Any changes to the authorized representative the household reports (adding, removing, changing, or changing rolls) must be designated in writing by the household.
An authorized representative may represent more than one household.
